Fuse blow's , short to ground in that circuit somewhere . Viewing wiring diagrams ,so you know which wire's to test using a DVOM - digital volt ohm meter . Or a special short finder tool is how you find the problem . Free wiring diagrams here http://www.bbbind.com/free-tsb Enter vehicle info. year , make , model an engine . Under system click on lighting ,then under subsystem click on turn signal lamp . Click the search button then the blue links.
How to find automotive electrical shorts

Principles of Operation
The lighting control module (LCM) controls the flashing of the turn signal and hazard lamps. Power is routed through the multifunction switch to the LCM. When the multifunction switch is placed in the LH turn, RH turn or hazard lamps ON position, the LCM will command those lamps on and off.

have it checked for DTC'S diagnostic trouble codes

SOURCE: Turn signal flasher keeps blowing

This is more than likely caused by a Bad Turn Signal Switch Housing inside the Sterring column. The one that the Handle is attached to and Wraps around the Sterring Shaft on the Inside of the Column.

One of the tail light bulbs can be shorted internally.  Replace the tail light bulbs first.  Try this cheap fix first.

SOURCE: 98 lincoln town car flashers, turn signals, brake lights don't work

check the outputs on the multi function switch (t/s switch) the brake lights and flashers all go threw this switch try to wiggle the flasher button if the lights start to work then the switch is bad to replace switch remove bottom cover by pedals if it has one bottom cover on steering colum has i beleave 4 screws that hold it on, the tilt colum lever unthreads and the cover will come off the upper colum just clips on you will have to remove the key tumbler to get it off . you need to disconnect the battery at this point and block the wheels. to get tumbler out put key in and turn to run postion there is a small silver button that pushes in with small screwdriver once its pushed in use the key to pull tumbler out the top cover will now come off you will probably have to tilt colum down and shift to 1 to get cover off there are 2 torx head screws that hold switch on plug new switch in and reconnect battery to test lights unhook battery again and reassemble please let me know how you make out

SOURCE: how do I fix the turn signal on my 93 town car

The flasher is located in the fuse box under the dash on the left side of steering wheel and the flasher is in there. If that is what is wrong with them.

Hey everyone I have a 2005 lincoln town car and I'm having issues with the cluster lights. What could cause this?

Put it back the way it was , led lights are causing the problem . Head lamps are controlled by LCM-lighting control module -your messing with electronics inside .

Lighting Control Module (LCM)
The LCM eliminates the electronic interference and heat associated with the thermoelectric devices used previously. The LCM is a microprocessor based module that controls several vehicle subsystems. It responds to electrical input signals from various switches, sensors, and external modules.
LCM exterior lighting subsystem functions include:
  • Headlamps with autolamps
  • Turn signal lamps/hazard flasher lamps
  • Cornering lamps
  • Parking lamps
  • Battery saver

Replacement of turn signal blinker, how is it done?

There are two fuses to check, both 15A. One is for the turn signal and the other is for the hazard lights. I think on the 2006 they are fuses 10 and 29 in the passenger compartment fuse box.
If both fuses are good you are possibly looking at either a faulty flasher relay stuck in the 'Off' position or a faulty turn signal switch. Sadly on the Town Car they didn't fit the flasher relay in any of the fuse boxes. It is mounted separately somewhere under the middle of the dash. I am not familiar with Lincoln cars So I would suggest you take it to a mechanic who does know that make and model.

My 2006 Lincoln town car signature series keeps blowing the tail light fuse. Why does it blow when I turn signal light on?

Remove tail light and see if water or moisture has corroded the fittings or the wires are melted together.

Where is the flasher relay on a 93 lincoln continental 3.8

There is no external turn signal flasher on a 2001 Town Car. The flasher unit is an internal part of the Lighting Control Module (LCM) and can not be serviced seperately. The LCM is located under the dash to the right of the steering column. It may also be referred to as the MECM (Mutli-Function Electroninc Control Module).

Is the Lighting Control Module bad? Is the Multi-Function switch bad? Your asking questions that can't be answered without doing electrical circuit testing . You could replace those parts an get lucky an fix it , but suppose you replace them an it doesn't fix the problem ?
Do you know what a wiring diagram is ? what it's for ? Do you have a DVOM - digital volt ohm meter an know how to use it ?

Yes If DTC B1873 is retrieved, GO to H2 .

If DTC B1342 is retrieved, CLEAR DTC and PERFORM LCM on-demand self-test. REPLACE the LCM if DTC B1342 is retrieved again. REFER to Section 419-10 . TEST the system for normal operation.
