No ground signal coming from computer to A/C compressor relay

looks like fuse # 8 "heater control relay- ac clutch relay-cooling fan" fuse runs the 12 volt side " black and yellow stripe wire " pcm or ecm runs the ground side "red -blue stripe wire"- what else do you need?

Difficult to describe, but I will give it a try.
Inside the driver's side fender, close to the front of the car, there is a bracket that is held in place by one bolt, but which has a short horizontal bar as part of it which has two large clips encircling two cylinderical devices which have wires clipped into them at the bottoms. The one closest to the front (radiator) is the compressor clutch relay. The other one is the condenser fan relay.

I had a 2002 Honda CRV , the problem have noise when in/out release clutch after two years , I send to dealer in 2003 and 2007 ,
now the noise is more before and make me so unconforteble but dealer said that will not causing any faults . any one know why they don't response it ? .

If you have already checked pressure or put in a can of freon, then it could be the compressor clutch is bad or is not being energized.
Check for voltage at the wire to the compressor clutch, and that the compressor is properly grounded.
If you want to by pass the relay and control for the relay, just power the clutch wire with a jumper. You should see the center of the compressor hub start to spin along with the rim of the pulley.
