I have a 1996 Buick Gran Sport that the blower started making a noise like some insulation or something is flapping against the fan. How do you remove the blower housing to gain access?

There are three screws you need to get to underneath the glove compartment two of which are quite easy to remove, the third is tucked far in to the side kickplate on the passenger side. Most often something from your glove box can slide back and fall in to the blower motor and make a heck of a noice, I bet your laugh once you find out what is stuck in there, I know I did

95 buick regal two fans in front , one make clicking noise after vehicle turned off. Its continues to spin and makes a clicking noise after turning off engine

It is normal for the fan to stay on after the engine is off. The clicking is not. Once the negine is cooled down and the fan is not running. check the fan by spinning it and try to locate the clicking noise. Make sure the fan doesn't wobble. If it does then the bearings are going out, replace the fan. The clicking could be something lodged in the shroud, clicking against the fan blade. Like a stick.

What part makes a clicking noise on the blower

Most GM vehicles have little flaps or doors to redirect the air near the blower motor. If that gets out of place or falls down it will rub on the squirrel cage of the blower fan. Some older cars have insulation in that area that might come loose and rub on the squirrel cage. The insulation sometimes is covered with a stiff paper. Cutting away the stiff paper with allow more clearance.

Not likely getting a bad TPS.Your TPS runs off a 5volt reference wire.Using multimeter with key on engine off Check to make sure you have your 5volt reference check for any deformed terminals or broken wires inside insulation.
