Just had this problem on a dodge. It was the ignition switch. Could be key cylinder or starter relay also.
Bad battery will light lights but fails when the starter is engaged --have it load tested
starter relay or ignition switch could also be faulty

if you turn the key to start and the starter doesn't engage, there is a fault in
the key, the wires to the starter relay
the starter solenoid
ground wire
most will turn the starter with the immobilizer activated but will not allow spark or ECM operation for the engine to fire and run
If that could be your problem , check key fob battery as the key fob may not be deactivating the immobilizer but you state that the starter is not engaging

If you are talking about the cooling fan relay for the radiator there is no low speed and high speed relay. There is only one relay and it is behind the grill revitted to the bumper rail. It is doesnt look like you typical relay.

Sounds like you need a starter, or you have a loose wire somewhere under the hood.
