Tail Lights, Stop Lights and Rear Turn Signal Lights
Turn the Town Car's engine off, and open the trunk. Remove the trunk retainer if your Town Car is equipped with one. Put on the gloves.
Pull the carpet away in order to access the tail lamp assembly. Remove the three nut-and-washer assemblies with a socket wrench.
Remove the desired bulb socket by turning it counterclockwise, and then pulling it straight out of the assembly. Pull the old bulb out of the socket, and install a new bulb. All three lights use 3457AK-type bulbs.
Place the socket back into the assembly, and reinstall the three nut-and-washer assemblies. Place the carpet back into the vehicle, reattach the trunk retainer if necessary, and close the trunk.

I had the same problem. It was a defective lamp socket on the driver's left side, Volvo Part Number 8662985. Costs me $11.24 to replace the lamp socket, which included the bulb. If you've already replaced the bulbs yourself, you will find replacing the socket pretty easy, just use a thin flathead screwdriver to delicately pry off the metal retainer clip which holds the lamp socket in place, as you'll need to reinstall the existing metal retainer clip once you've replaced the lamp socket. Two minute job.

Hello I hope I can help with your turnsignals,Your replacement bulb should be number#3057 1.Raise the tailgate.2.Look on the sides where the tail-light is you should see two push in type bolts(fasteners)remove these by prying under the fastener with a large flat srewdriver,they will come out.3.Once those are removed,carefully pull out the whole tail-light lense.On the back you'll see two bulb socket's with tab's on them.Squeeze the tab's and carefully remove the socket,now remove the old bulb then carefully push in the new one.Hope this will take care of your problem be safe and happy out there. Its Accessed Through The Trunk Pop It And There Will Be Either A Panel To Remove Or Carpeting Material To Move Aside And You'll See The Wiring Harness With The Light Twist And Pull To Get The Bulb You Want Out.

This is straight from the owner's manual.
#1 Make sure the headlamp switch is in the OFF position and open the trunk.
#2 Carefully pull the carpet away to expose the backside of the tail lamp assembly.
#3 Remove the nut and washer assemblies, then pull the lamp assembly away from the vehicle.
#4 Remove the bulb socket by rotating it counterclockwise, then pulling it out of the lamp assembly.
#5 Pull the bulb straight from the socket.
Install new bulb(s) in reverse order.
