Try replacing the sparkplugs and running some injector cleaner through it." Smog " is basically a test to ensure your car is clean burning , A nice strong spark gives a cleaner burn reducing emissions.
If your car is burning oil , the additional oil in the emissions can cause a fail and Hondas are a bit prone to burning oil.

This might be due to innefficient air - fuel combustion. One reason causing this is the piston displacement and poor compression ratio. Better yet have the engine tuned up and considering the age of the engine maybe this is the perfect time for it to be overhauled.

Maybe not your answer, but it is related: Before going to have your car smogged, check your gas cap. Check the condition of the gasket, or o-ring, inside the gas cap. If is already drying out, full of cracks, get a new one. It will not pass the visual inspection. The smog technician, salesman, will try to sell you a new one for $15 when you could get it for $8 at your local auto-parts store. The technician will tell you that if you do not get it right there and then, he will have to fail your car on the visual test and you will have to comeback to have your car re-smogged again.
The cap might still be doing an OK job of sealing the tank, but it won't pass the Visual, especially if the tech wants to sell you a cap. You can tell if the cap is doing its job if you hear a hissing sound whenever you open the gas cap after running the engine fro a while. If it is not providing a good seal, then you might get a check engine light with a code about a failure in the evaporative system.
Just a little thing to check before you go and put yourself at the mercy of the smog tech.
For $15 you could get a locking gas cap, which might be a necessity now with gasoline prices being what they are, now.

Does a 2009 lancer gts have 1 or 2 catalytic converters? local Mitsubishi dealer says one, CA Smog station says two. can't get smog cert.

It hardly matters what the dealer says, what matters is what they will put in writing for you to show the smog station - maybe a printout of the relevant page of the parts catalogue showing your car vin and the quantity of CATs, preferably with a helpful picture of the exhaust system.

It isn't usual for a 4 cylinder to be fitted with two CATs but it would for a vee engine due to the modern requirement for the CAT to be fitted as close as possible to the engine which heats it quicker to the "light up" temperature and so cuts the high emissions during warmup.
This trend has brought about the introduction of the "manicat", a combined tube steel manifold and CAT. Where a cast iron manifold is used a new type of CAT is being used that bolts directly to it.

A very high performance 4 cylinder engine might have a long branch tube steel manifold or header. This is known as an extractor manifold and brings two pairs of cylinders into a common outlet. It is conceivable this type could be fitted with two CATs.

Your car has presumably passed the smog test previously and will be a matter of record? Could be the smog test guy is new...

I am really glad we don't have this trouble in Europe - we go to the testing station and a probe is placed in the tailpipe and it either passes or fails...

the O2 sensor will not read correctly so the ECM will try to compensate and give bad readings all round

How to tune up a 1995 Geo Prizm? not passing smog, They told me to tune up and get new cataylic converter, but wont guarantee it will pass smog test.

A tune is just replacing the spark plugs every 100,000 miles and the air filter every 30,000, clean oil is also a help in passing smog, the new converter is what will most likely do the trick.

My 2003 kia sedona won't pass emissions the codes are p0320 p0431. Help please

code p 0320 refers to crankshaft position(CKP) sensor /engine speed ( RPM) sensor ---circuit malfunction===causes --wiring---CKP/RPM sensor---ECM
code p 04310 refers to warm up catalytic converter, bank 2--efficiency below threshold===causes ---cat converter---wiring---HO2S 2
As it is not passing the smog test I would be replacing the HO2S sensor ( manifold or before the cat on bank 2 of the engine ) or more likely a failed cat converter
you may have had the P 0320 code for a long time and have not noticed a drop in performance but as cat converters have a lot to do with smog control , that is the area I would advise checking first

3.0l. What is causing knocking?

If the code is p0325, it should be repaired, HOWEVER, on nissan products from 1996 to 2002, a p0325 does NOT illuminate the check-engine lamp. Knock sensor on that vehicle is for PING control not for emissions reduction. On other vehicles (say a chevy with a p0325) it WILL light the check engine lamp which is an automatic smog fail.

Cat converter dosent work and wont pass smog

You may have to replace the converter. When the converter go bad it generally would transmit black smoke. This would prevent you from passing vehicle smog inspections.

Having a problem passing a smog test on 1996 Toyota 4Runner SR5 V

NOX is produced when cylinder temperatures exceed 2500 deg. The systems in place to reduce NOX are EGR and the catalytic converter.
If the number is only slightly higher than avg then I would suggest the EGR, make sure that any vacuum lines are attached and that the diaphragm moves freely, be sure not to damage the rubber inside the EGR.
Retake smog test, if numbers still out of range replace the cat.
