Power window uses a circuit breaker, should be in fuse box. Metallic looking piece, hopefully your fuse box is labelled so you know which circuit breaker is which. The circuit breaker can be hot to the touch, so be aware. If a problem with power windows, it may trip the circuit breaker and none of your windows will work. After everything cools off, the circuit breaker may start working again.
Thanks for the reply. Problem is. the other 3 windows (except driver's) work from their switch. I tested the switch in the panel (four way switches) and there was no power to it. Would a bad relay be the cause if three other windows work?
I found the relays in the fuse box and pulled them. The passenger window stopped working, so I replaced the relays but the drivers side panel (four switches) still doesn't work at all.
If the other windows work, the circuit breaker isn't the problem and there is no relay. There is a pink wire carries voltage to the master switch and to each of the other doors window switch. You can operate the other windows from the switch on their door or through the master switch. Might be something wrong with master switch? I'd have to check if driver door window motor is ok?

SOURCE: 1989 Buick Century Power Window Problem
check the wire bundle that runs between the drivers door and the door post. This door is the most used in the entire vehicle which makes these wires flex and eventually break. I had the exact same problem, did exactly what you did until I finally figured out the problem was not where the symptoms showed up. It is a very tight spot to do any kind of a repair, but I did it and so can you.

you probably have two flashers. try to remember where you heard the tick. turn your emergency flasher and locate that by feel. the one your looking for should be next to it. however the could one in the same. go to your local parts store and look at the manual that has been opened for your vehicle.
