With my 2003 BMW it turned out not to be the pump or associated electronics ... but the tubing going from the pump to the nozzles. Over time it had gotten totally squashed ... under some wrapping ... so the collapse/twist of the tubing was not easily seen.
A symptom was that the flow had slowly decreased with time ... but it went from 50% to zero quickly.
I took all the tube runs apart .. after testing the pump with a short run of new tubing to confirm it was not the pump (which I also replaced). Both pumps worked fine.
Sometimes the nozzles get plugged too ... remove the tubing from the nozzle and see if there is any flow when pump is activated.
My tubing issue had me stymied a long time ...

After a web search I saw where this vehicle had a recall on the heated windshield fluid unit ... you might check that fuse (although I am not sure if it is in the same wiring of the washer pump) ... it is a j-case fuse in the under hood fuse/relay box

My personal suggestion would be to go for these repair catalogs. I know this website www.reliable-store that i used to buy them from, and they sold online it was very good manual. Go ahead, I bet.

I have a 2003 Jetta and the fuse box is between the dashboard and the drivers side door. There is a lid that covers it on the dashboard side. Inside there is a diagram/fuse card. The card has one top rectangular series of fuses numbered 8 through 23. Below is a square series numbered 24 through 44. The washer fuse is number 24 on the top left of the bottom square series. For me, I checked the fuse and it was good, therefore I am assuming that my pump is dead.

fuse for washer pump, can you here the pump, if not then power to pump isn't present. Check the fuse for it.
