SOURCE: replacing the alternator belt on 2001 kia spectra

Then you don't take anything off. There will be a spring loaded idler that tensions the serpentine belt. Take a socket or long 12 point wrench and attach to the center bolt of the tensioner, then rotate the idler wheel away from the belt, take the belt off. Slowly release the spring tension of the idler.
The 2nd belt should be set up the same way.

2004 Kia Rio all 4 windows stopped working at the same time. Fuses are good and I replaced the relay. What should I check next?

You have to trace the battery voltage back to the fault using a voltmeter , start at the fuse, then voltage to and from the relay , then the switch at drivers side door till the fault appears .

My 80 amp fuse is blown in my 04 kia rio. Is this why my alternator isn't charging the battery.

80 amps would service the entire battery and car. Most likely yes, it is the cause.

If you live in a hot area such as Florida, look up the service bulletin concerning replacing the alternator with a 100 amp one instead of the 80 or 70. My grandson has the same problem and I will find out more tomorrow. The bulletin was issued in September 2004.
