1981 Corvette has an electical tachometer that is driven by impulses from the distributor. First, check for blown fuses, next make sure the tach wire is plugged into the distributor. Next bypass silver tach filter or capacitor located by manifold to see if the tach moves at all. If these steps do not reveal a change in tach operation, then the most obvious next step is to remove the tachometer and get a new board for the tachometer. Unscrew and remove cluster lens and then unscrew tach bezel, and gently pull out the tach noting position of insulators. I believe these boards are available still at local autoparts locations. Replace board, note position of insulators and reinstall tach, bezel and lens. Old corvette are cool and are pretty easy to work on! Should be fixed, enjoy!
It's most likely the cable. If trans is not knocking or not shifting out of low range into the higher ranges with out slipping then you should be ok! CHECK your oil if dark red dirty. Get it service now not latter at a cert. shop. Let them know about the tact They will quote you a price then decide if it's worth it! It's a 1999 do you want to spend the money!.

The window is likely due to a worn window motor. The reason the turn signals are flashing fast is due to a burned bulb on the right side. Replace the bulb and that will go away. Let me know if you need anything else.
i can guarantee that you have several shorts in your wiring harness that is leading to all of your accessories and switches. find the electrical shorts and you will fix your problem. also your sensors (idiot lights) are popping on because of defective connections in the wiring. also check all of your relay circuits and fuses.
