SOURCE: No electric windows, mirrors, or door locks
Look in the Engine bay fuse box at Fuse #12 this should be for the power windows. If this checks out OK, it could be a fault with a bad ground wire in driver's side door harness. You should be able to pry the runbber boot from the drivers door, and check the larger Black wire that goes through it. These have been known to break after a few years use. Try to run a ground test on the motor, If it gets power, then you neeed to replace the switch.. if it doesnt run with the ground test, then you need a wiper motor.

On Wiper systems the spindle mechanism can sieze up due to water ingress and corrosion.
This deteriates as you describe to the point it will not work, eventualy you may blow the fuse. A good thing as it protects your wiper motor.
New spindle may be reqiured although you may be able to dissmantle it and work some oil into it.
