with the heater hose leaking and the engine missing I suspect an overheated engine from loss of coolant or pressure . It may be a blocked filter but I would expect a constant loss of power at rpm's.
You have some clogged carb jets and possible water in your float bowl. Pilot jets clog easy because the holes are very small. The main jets might be clogged but think its the pilots and water in the carb. Remove the carbs, open them up, clean the float bowls, then remove the jets and ream them with a small peace of wire. Before putting them back in the carb, hold them up to the light and make sure you can see through them so you know they are clean and unclogged.
check concertina hose between air flow meter and engine for splits cracks etc. check your radiator is topped up and that you have bled the cooling system, the bleed valve is beside the expansion tank.
