Thanks for asking me about your wiper problem. I've got to let you know up front that this could be a multi-step process (perform a test, the results determine the next step). I'll also be asking some questions to get a better grip on where the problem may be. I'll explain what I'm asking
so you can better help me help you. Just comment me back with your findings.

I know people have jobs and lives. I don't expect an immediate response so don't worry about it. It's important that you take your time, be safe.

If you have something you can use to test voltage (test light or volt meter), get it out. You will also need A length of wire, preferably with clips on the ends (just to keep your hands free) to supply voltage for some of the tests.

Be patient. You are my eyes and ears. From the way you described the problem, you won't have a any trouble, we're going to do great. Let's get started.

Questions:

  • The pulled wire, how was it connected? (just curious)
  • When you grounded the wire from the wiper motor, did it spark? Was the ignition and/or the wiper switch on at the time?
  • Is the delay after market?
  • Were the fuses checked again after the wire was grounded? (I figured you wouldn't pull a wire if nothing was wrong, you would've checked fuses before pulling wires, so....)
  • Wiper motor: How many wires come out of it? (some motors have multiple speeds wired into them (two to four wires), others are controlled by an electric pulse (one or two), some have after market delays wired in)
  • Did the pulled wire look like it was added or was it original from manufacturer?
Tests:
  • After you have confirmed the fuses are ok again. On the wire that was pulled, test it for voltage with the ignition and wiper switch on.
  • Need to know the wiring config before I put any test power to the motor.

Try making sure the connection is good.
If it is then you should try replacing the wiper switch.

Unplug wire connector at wiper motor and test light with switch on, if power to plug most likely wiper motor shot, if no power to plug than its switch.

Wipers only work sometimes


check that you do not have the wiper control set on delay . It is the first stop on the arm and on some cars it is adjustable by turning the knob on the lever to give different delays according to the rain conditions. The next stop down will be continuous wipes at low speed and the last stop will be flat out speed of the wipers.

Windshield wipers work intermittently


If the wipers have a delay, turn it off. Another cause could be an overheating wiper motor.

2000 HYUNDAI ACCENT, problem is the Windshield Wiper operation is malfunctioning, in the Delay mode, and in the off position, Windshield Wiper arms/blades stop at the half point on the Windshield glas


The park position is controlled inside the motor/actuator assembly. Not sure if it can be repaired. See if it is assembled with screws versus rivets. A new assembly is less than $100.

Rear wiper not working. is it on a different fuse?


you will find that it is broken, you need a new rear wiper motor and wiper arm. the large plastic gear inside the transmission cracks in half. very common problem with the rear saturn wipers. note that parts stores see that the front wiper motor is the same for 91-99 saturns so they think the rear is the same way. however the 94-95 rear wiper motor is different from the 96-99 rear wiper motor. good luck with it, you should be able to find a video on youtube of the procedure to replace it.

Front wipers stopped working but you can hear the motor run also


If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal.
In order of easiest to check:
1) ensure wipers not frozen to windshield.
2) ensure wiper arms are not loose on the pivot stud,
3) check the red 10 amp fuse.
You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor?
If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above.
