Your vehicle has three fusible links for the cooling fans ,three relay's an two fans . condenser fan relay & radiator fan motor . ..There is a coolant temp sensor that is an input to the ECM - engine computer . The ECM supply's a ground to two of the relay's turning them on low speed an high speed when temp gets hotter . All these thing's are in the engine compartment relay an fuse box . I suggest you take your vehicle to a qualified repair shop an have it checked out .

YES!... with various system operating difference. Disconnecting the alarm does not disable it.. it only silences the alarm. You will still need the Keyless Entry System Remote to RESET the alarm to start the vehicle.

SOURCE: 2003 Hyundai Elantra GLS. Check engine light, code PO133

Did you use a aftermarket O2 sensor or a genuine Hyundai one? If it's an aftermarket one it may be bad or not as good as the OEM one. See here for more details and other potential causes: P0133

SOURCE: heater fan and cigarette lighter don't work

The fuse for these items is the second one down in the right hand row in the fusebox down by the driver's feet. Swap the fuse with another one to check.

2003 Hyundai Elantra. I went through a flood. Alternator okay, new computer, looking for fusible links?

Here is the fuse box diagram, but the Elantra appears to have a rather funky battery fuse! Most vehicles have a main battery fuse but it is on the battery connector wire. If you put in a new ECM, was it programmed to the vehicle?

2003 Hyundai Elantra GLS 2.0. Would the main relay keep a car from running?

Question edited for clarity.

Possibly, some do cover things that affect starting, the 'fuel pump relay' for instance. You need to diagnose, not just replace as a guess. Check for codes. A prograde scan tool will diagnose all modules and relays.

It is easier to cool a warm engine that to cool an engine at almost over heat condition. So manufacturers run the fan as soon as the engine gets to operating temperature and that gives the cooling system more control of the heat in the system
