Thermostat stuck open, low coolant level, stuck blend door or bad blend door actuator, or blogged heater core. Feel both hoses to the heater core. They should both be about the same temp. If one is hot and the other is cold, you have a clogged heater core. If both are hot, then the thermostat is working and you've got a blend air door/actuator problem. Actuator failure is pretty common on these. Remove the actuator and open the door by hand. If you get heat, replace the actuator

Sounds like the heater core is stopped up. Try removing the heater hoses and backflushing the core.If this doesn't work replace the core.
SOURCE: My heater on my 2001
I had the same problem with my sable. You need a heater blend door. The one on your car is stuck and wore out. The replacement part costs about fifty-two dollars, labor will be more like about one hundred dollars if you take it to a dealership.good Luck
SOURCE: Why does my 2001 Mercury Sable climate control only blow heat?
It could be the door that should be shuting off the heater core area is not shuting. The door works with engine vaccuum. The vac. comes from the intake manifold. With your car being a few years old, the heat from the engine may have caused the vac. hose to dry out and crack or become disconnected. With the engine cold and off, look under the hood. A small size vaccuum hose should be connected to the intake manifold and run inside the cabin area. This is one thing you can check. I hope this helps you.
