Check your idle air control valve.It is mounted on your throttle body.Remove it and turn the key without starting it.If it doesnt move then it needs to be replaced.
A common problem with this model.. had the same issue with my 98 V70.
It is usually (but not always) due to wear in the microswitches that control these warning lights. They are an integral part of the door locking system so this can sometimes be rectified by replacing the locking units (be warned though, these are not cheap so it's worth checking before you start to confirm that this is really the problem).

There are 3 engine choices in the 98 volvo v70. All are 5 cylinders, 1. 2.3L turbo 2. 2.4L MFI DOC 3.2.4L Turbo #2 is the most common engine for that year and model. If your engine doesn't have a turbo, that's the one u have.
The fuel filter can be located under the carpeted cargo storage floor at the rear of the wagon. Remove the four 10mm bolts, remove the cover. You will then see a removeable plate to the right just behind the rear passenger seat. Fuel filter can be seen through hole in hole. Replaced from underneath wagon. Be sure to make sure lines are fully inserted onto filter. Check for leaks. No smoking, extinguisher handy. Note arrow on filter for correct fuel flow.
