I'm attaching the wiring diagram for the starter on a 2000 Dakota. I suspect the 1997 is very much the same.

I would start with the Starter check for voltage getting to the starter should read 12 volts at both terminals

This vehicle has what is known as a flasher unit, it is a relay assembly under the dash. This is the relay that clicks when your signals are on. it may need to be replaced. Another possible trouble spot could be the wiring in the steering column. Are there any other issues with horn, cruise etc.
Check the flasher first and get back to me.

you do not have to remove the steering wheel. there are 2 or 3 screws under he column then the shroud comes off then the switch is on the left side you will need to remove one small tamper proof torques screw(the star bit with the whole in the center) note there is more then one screw there but only one holds it to the column then pop the switch off, you have to pull and wiggle it to get it loose.

The switch needs to be replaced and it requires some special tools if it's in the steering column. If it's on the floor any shade tree mechanic can do it.
