How do i get water out of intakemanifold

If it is the result of blown head gaskets, you will need to remove the intake manifold, since you will need to remove it any way to replace the head gaskets, while you have the intake off just pour the water out.
then you may want to blow the moisture out with compressed air
hope this helps

1993 Toyota Camry IAC cleaning

1) remove the black intake hose from the throttle body
2) get a can of throttle body/intake cleaner
3) be VERY careful if you decide to use the straw included with the can of cleaner, it can detach and go inside of your intake manifold.
4) spray inside and use a rag to remove junk from throttle plate(front and back side), hold the straw on the cleaner can and spray into the hole just ahead of the throttle plate, let soak for 10 minutes or so
5) reattach intake hose and start engine - you may get black smoke/rough idle for a minute as junk exits the engine

Is a airflow meter for v6 1993 camry needed? I am trying to put an cold air intake, but im not sure if i can remove the airflow meter or not. also any help on intalling a cold air intake on the car would...

You MUST have the air flow meter installed on your vehicle. The car will not run if you remove it. The Air Flow Meter measures the amount of air coming into the engine, and also the air temperature. This information is sent to the fuel injection computer, to determine the proper fuel to be injected. In reality, cars with "air-flow meters" do not really "benefit" from a cold air intake, due to the inherent restriction that the air flow meter causes, as it measures the air.
In short, I would not install the intake, you won't see much benefit. The graciousness of a FixYa rating for my assistance would be greatly appreciated..

How to replace a starter

assuming you have either a 2.0 or 2.3L engine the starter is located on the back side of the engine. You may have to remove the air intake tubes from the throttle body. It sits just under the intake on the transmission. If you need further clarification let me know
