there is a cable running from handle to brake assembly it is probably broke there is a release lever under there on brake about a one inch lever hold down on brake and move this and let up on pedal.

Are you in a Northern Climate were road salt is used during winter? The emergency brake problems I have encountered tend to be due to rust and corrosion accumulating on the wires and metal pivot points that operate the brake via the emergency handle on the center console.
Get underneath the car (chock the wheels---ALL FOUR! with bricks or large chunks of wood---be sure the car is in PARK!) and find the wire that connects to the handle of the brake---follow it to the rear brakes, and you will see a split where it goes to the L and R sides via a sliding clasp of steel that looks like a C, and has wires running over the top, and to each rear brake.
At this point, grab the wire on one side of it and PULL HARD several times, slack between pulls. Do this for each side---that should release the assembly, and the shoes from holding the drum.
After you have done this, lubricate the pivot points and the wire connection to the brake handle with TRI-FLOW (NOT WD-40)or another teflon based lubricant.

What happens is the brake cables rust inside the cable sheath and then they won't slide easily. There's no good fix for this other than replacement. It's not easy to even find where they are stuck.It might be possible to find the end of the cables at the back wheels and pull the cables back---to release the tension

I had the same problem on my 2003. Open the driver door all the way. Get on your knees just outside the door. Follow the plastic tub that holds the parking brake release cable inside the truck. Start from the release lever and follow to the end of the tube. There will be a metal lever that the cable was attached to before it broke. You have to pull that lever with your hand to release the parking brake. Very Important!!!...Hold the parking brake activation pedal with your other hand when you release the brake. Let the pedal out slowly when you pull the metal release lever. The pedal will come back very fast and you could injure yourself if you are not careful. Good luck!
