Both E36 and E46 models have oil filter under the hood, towards the front of the block. You will need a special socket to remove the oil filter cap and once it's out, can replace the filter. Make sure to replace the gasket on oil filter cap, it should come in oil filter kit you bought.

I've a similar problem on another make of car, the problem was a blocked silencer. You can check this by putting your hand close to the exhaust when the car is idling, you'll notice very poor air blowing against your hand. Power seems to be restored when you stop the car for a few minutes because the fumes that have built up inside the exhaust clears away. You start driving again, and the build up starts, when it becomes too much then power loss happens.
