A guy rear-ended my 1989 Chev Silverado and knocked the rear bumper down a little bit. Can the bumper be easily adjusted back to its original position?

Well usually a factory installed bumper has no adjusting slots. Some aftermarket bumpers do so they can fit different models.
I guess you could try it if the brackets are not bent.

How do I change the bumper on a 2000 Blazer

Front or rear, I am guessing it is the rear as they tend to get the most abuse and or rust! Start by removing the plastic step guard on the top of the bumper (use a flat ply bar) you will see the four bolts (remove those) and directly inline with those from the underside you will see four more (remove those) your bumper is free, there is one wire connector to release (licence plate lights) and simple lift off the bumper.
