Fuse number 17 is a 30 Amp fuse for the cigarette lighter.
17 is no the top row second from the left.

To replace lighter just reach around behind it and unhook connectors. The stick something in the socket(I usually use 2 fingers) and twist it counter clockwise. the center will screw out of the sleeve.

Probably so. Check in this order: Blown fuse (95% chance of being your problem), loose wires, shorted out lighter receptacle.

In the fuse box under the dash on the left side of the steering column. I believe it a 30 Amp fuse but I forget the position number. It is also the fuse for the engine code reader plug.

it may be under the bonnet ,it is usually the accessories fuse,you may also have some fuses under the dash as well......hope this helps.....cheers
