It sound like the solenoid and or starter

When you say cranks or turns over,you are
referring to the same thing
That being the starter motor rotating the engine

Not actually staring on it's own or the cylinders firing, is
what your asking

You have a check light on
Now you should check to see what,
if any codes you may have,and then
diagnose to see if they are related to the
starting issue.

Here are the firing order diagrams for those engines and I hope that they will help you solve the problem that you are having. For some reason Ford has listed the same firing order for both engines starting in 1995.

check the connections and power to the starter solenoid----but other problem---[[[u also installed a non computer compatible engine 95 obd - to a--98 obd ll system the computer if still hook up may not be recognizing the 95 engine components ]]]]

bad news, 1995 ford windstar transmissions fail extremely frequently at about 60000 miles, I would not waste money in a transmission flush as it will most likely not correct the problem. It is a dsign flaw, the transmission cannot handle the torque of the 3,8L engine and the 700Lbs of added weight of the windstar body.
I'd just use it untill it fails...

check the timing and the crank sensor first and clean the battery terminals and make sure the wires on the starter is tight

check the coil pack for cracking. most likely the cause.

Check for moisture under distributer cap. If there is, leave the cap off for 1/2 hour or an hour to evaporate, reinstall cap. Please post your results.
