Changed inst cluster, and still same thing. does anyone know where possible wire break/issue may be? (pinpoint area) (wire diagram)

I have a 2000, there is a speed sensor located in top of the rear axel and I believe another on the tranny housing. Try the rear axel first.

its the shift solenoid theres 2 of them ones about 100 bucks the other was 45 mine had the same problems i paid a guy 100 bucks to drop the pan and change the switch shifts like new happened at about 128000 miles

Had this problem when I rebuilt my engine. Turns out, that I had plugged back in a sensor that was previously unplugged. There is a known manufacturer's defect on some Achievas where a sensor on the transmission was mounted upside-down. Symptoms caused by this are primarily the car staying in gear (and thus stalling) when stopped, and failing to downshift while slowing down. Just unplug this pesky sensor, located roughly underneath and to the battery side of the throttle body. Be careful, though, because I don't know if running long term in this configuration will lead to transmission damage (although my transmission doesn't show any signs of troubles now that the thing is disconnected.)

Check the speed sensor again and make sure that the wire harness is not damaged in any way. Go to a Auto Zone and have them rescan the DTC codes and see if the VVS has gone bad from time to time in the history. Check the wire harness to the ECM on the passenger side in the engine compartment by the overflow tank. Make sure there are no damages to the clips and wires. Other then that it could be a bad sensor that may have been installed. Good luck and hope this helps.

try changing the drive shaft speed sensor, sounds like you have a malfunctioning drive shaft speed sensor, change sensor and reset codes and test... e 300 had this problem in 94 and 95 even when they were close to new with very low miles... please rate my help , thanks

The BCM detects a loss of GMLAN communications with the PCM/ECM.

The IPC detects a loss of GMLAN communications with the BCM.
The only way to diagnose these problems is with a factory scan tool , this will check inputs an outputs at the PCM an BCM to the instrument cluster . This avoids guessing an playing the parts game. Your best bet would be to take your vehicle to a qualified repair shop .
Same thing with trans not shifting out of first gear , could be a shift solenoid ! Does it shift manually , moving gear selector through the gears ?
