My dads ford horn wasn't working or the cruise control turns out the mechanic that changed the battery pinched a wire and shorted it out. My 1969 camaro horn still works.
Disconnect the horn wiring at the horn. Check for voltage at the horn when the horn 'button' is pushed. If there is voltage at the horn, the problem is the horn has died. Remove and replace. No voltage at the horn is most likely related to the horn 'button' but could be wiring. Could also be corroded connections at the horn wiring.
Just had to replace the horn on a 2011 Chevy.
A 1930 Model A horn still works though.

look under the dash at the fuse panel and locate the relay for the horn... replace it. quick way to tell which one it is is put your finger on each relay as you press the horn... the one that you can feel clicking is the one to replace.

If you slide under the front bumper, in front of the passenger side front wheel, and look up, the high and low note horns should be on a bracket right there.

Jump wire from the positive terminal to positive connector on the horn and negative to horn body this way you find if the horn is good ,all the best.
