Check under the bonnet also in the relay box.
I thing you might find the fuse in the other location.
A 12v probe can be used to quickly test which fuse is blown. See you tube on how to test fuses using a 12v probe .

SOURCE: Brake lights do not work

This is a well documented problem, replace the turn signal/multifunction switch to correct this issue, this very problem happened on my GMC, it is a 99 as well, replaced the switch as instructed by a chevy forum member and it fixed the problem

SOURCE: 2002 Suburban ABS System Brake Light

I have had this same problem on two difference vehicles both of which are suburbans.

The solution is simple.
Remove the engine cover.
Locate a small ground wire that is bolted to the top rear of the engine block on the passenger side.
Remove the bolt, clean surfaces and replace.

This should solve your problem.

I know it seems too easy but it works.

It may be the switch on the brake pedal, it should be located on top of the brake pedal arn.

Disconnect electrical connector to brake switch brake located near brake pedal. Check for twelve volts or power with a test light on one side. If power, get a piece of wire, strip the ends and plug into each end of connector. If brake lights works, switch is bad. If not, check bulbs and power in the brake light socket. If no power, check to make sure power is leaving the trafficator switch as the brake light switch is depress or bypass. Check for broken or bad connection along circuit. If all good, you could have a trafficator switch problem. Oh, are the hazard and trafficators working in the rear? If they are, the trafficator switch is bad because the brake switch sends power there, then out to the back through the left and right rear trafficator wires.

You'll have to follow the wiring to find the short to ground. You may need a wiring diagram to know what to look at.
It could be in one of the tail lamp sockets, or in the wiring harness.

Have a 99 suburban 4x4 , all three back brake lights do not wrk

I was having the exact same problem as my brake switch was fine on my 95 suburban. However upon further inspection the problem was very simple i felt really dumb once i found this: the wire harness that comes away from the switch witch is a bundle of white wires that comes down and across the under side of the steering column had 2 damaged wires upon repairing this i have had no problems since then feel free to email me on this problem at [email protected] as i will do my best to help u out. But the problem is most likely a wire short out, or damaged wires for the normally open circuitfor your brake switch.

Look over by the parking brake peddle the switch is there just unplug it. there will be another one further back that one for your dash parking brake light.
