It could be the throttle sensor or the MAF sensor needs cleaning, they both can be cleaned, MAF there is a MAF cleaner spray, instructions on spary can you need to follow. throttle sensor depending on the the year or engine number there is a few different throttle types. from 1997 upwards. you would need to remove the unit an open it up but clean the unit before hand and open on white paper or white cloth, when open spray the inside with switch cleaner and move the parts inside and spray, leave to dry and re seal the unit.

Do you mean that the gauge registers as empty, even after the tank is filled? Probably the sending unit needs to be replaced (it's in the tank, likely partially attached to the fuel pump).
