How do you know it's surging? In any case, about the only thing that can cause this is a faulty regulator in the alternator, or a poor wiring connection (e.g. battery cable or at alternator).

just regular gas. Gas now days is made to run in most older cars. You do not need to run a high octane fuel in those cars.

that may be the problem, if the relay is activated it will drain the battery, try removing the fuses for the cooling fan to see if this is the problem, start with that, remove power to fans, even remove the fan relay or relays,

If you can find the starter,tap on it with a hammer,not too soft but not too hard.Try it several times.This will usually work if the starter is going.REALLY!If it is too difficult to find or get to,call a shop and ask them.If they want you to bring it in without answering,hang up and call someone else.Someone will give you a free opinion.

Probably a bad voltage regulator. Its a silver rectangular box with 2 wires going to it. It is normally mounted on the firewall or inner fender wall. roughly the size is 3in by 5in

It goes from the -side battery to the engine and is called the negitive battery cable.

Mixture solenoid Quadrajet carburetor? I might start in that neighborhood if it has that carb. Quite cantankerous if not in freshly rebuilt and operating mode. Can cause more than mild symptoms. All your electrical connections and engine/body grounds in good shape? Trying to rule out ignition breakdown so you can focus on fuel delivery, which is my suspicion in this case.
