I'd get a 12vdc test light if you don't have one already & start from plug, and keep probing back from there. It may be as simple as a bad connection under truck where joined into harness.

abad ground on that tail light unit could affect current load when turn and stop are used simultaneously. Although one side only is affected make sure of good grnd between trailer and tow vehicle. focust on the tail light unit in question. Replace the bulb. though rare, bulbs have been known to be the problem. If the bulb is breaking filiments ck the filiment orientation. filiments last longer in vertical orientation, where horizontal permits vibration to break the heated filiment when brake is applied.. good luck and let me know if This helped or not.

I have seen once before that the fuse box was bad on a 2003 Dodge 3500. I had power in and nothing out. We had to replace the box. Not cheap! Hope it is simple like a loose connection though. I think I had to pull the inner fender on the drivers side to access the bottom of the fuse box. Pain in the ****, but...

The window is likely due to a worn window motor. The reason the turn signals are flashing fast is due to a burned bulb on the right side. Replace the bulb and that will go away. Let me know if you need anything else.
