It is called the inertia switch or fuel pump cut-off switch

The fuel pump shut-off switch is

located in the driver's foot well,

behind the kick panel. The reset

button for the fuel pump shut-off

switch is accessible through an

opening in the kick panel.

Use the following procedure to reset the fuel pump shut-off switch.

1. Turn the ignition to the OFF position.

2. Check the fuel system for leaks.

3. If no fuel leak is apparent, reset the fuel pump shut-off switch by

pushing in on the reset button.

4. Turn the ignition to the RUN position. Pause for a few seconds and

return the key to the OFF position.
5. Make a further check for leaks in the fuel system.

1999 mercury villager wont start after sitting for while

probably the fuel pump, or incorrect reading on fuel guage. Could also be fuel filter. either problem involves getting under the van and getting dirty. Fuel pump is about $120 at autozone, Fuel filter around $15. Labor if you do it yourself is about 2 hours for the fuel pump, and hopefully your close to empty because you have to drop the fuel tank to get to the pump. The filter is located between drivers door and left rear tire on the frame rail and takes ten minutes to replace.
you can check for fuel pressure by locating the schroeder valve under the hood. its usually by the intake on the front fuel rail and looks like a valve stem on a tire. just like u would let air from a tire u push the valve in and gas will spray out, so wear dirt clothes and safety glasses.
also listen for the fuel pump to turn on. turn the key forward to the running position but not to the start position. if you can't hear it it does't work. check fuel pump fuse too.
