On your vehicle, the problem is most likely the TDM (Theft Deterrent Module) It is easily bypassed on the older VATS system that you have

This car key has the VATS security chip in it. These keys are at least 100 bucks. You can rip into the ignition part and start the car with the wires, but it wont work untill you bypass the SECURITY system. Here is a link about the security. You can easily bypass the entire VATS system. There is a clear write-up here on this website:http://newrockies.ca. This was the only thing that saved my 94 Park Avenue with the same security system.

Cadillac dealer can by pass that anti theft module

the igntion cylinder and the VATS module are not the same
you will have to replace the igntion cylinder from the column you took out
the security codes are different

You cannot bypass GM Vag passkey. The key has a specific resistance the allows the BCM to start the car.
