The system consists of a charcoal cannister that collects gas vapors from the fuel tank. It stores these vapors until certain engine conditions are met, and then a purge valve/solenoid opens and the vapors are used in the combustion process. A faulty gas cap will cause the problem if it is not sealing or venting properly. A bad purge solenoid could also not be allowing the cannister to purge and the cannister could be full.

The purge cansiter valve may be malfunctioning and the pressure pump that pumps up the tank after being filled may be leaking or going out. And cap may be leaking try replaceing the gas cap seal. you know try KISS Keep it simple stupid, Not calling you that just had to remember that when working on cars as a lot of times you get into really complex problem solveing for something as simple as a gas cap gasket cracking.
