The regulator is probably under the intake manifold along with your injectors...the pump is in the fuel tank and the filter is usually on the firewall...

What could be the problem when its skipping and acts like it's not getting enough gas

It could be a clogged fuel line or fuel filter. Add a fuel additive first it could be gunk on the fuel injectors.

A 460 engine that acts like its not getting enough fuel. Will start but runs as if only on half the cylinders missing badly or such.

Check your running fuel pump pressure. If (as I suspect) it's too low, first try changing your fuel filter. After changing the filter, recheck the running fuel pump pressure. If still low, check you fuel pump pressure regulator. If OK, you may need a new fuel pump.

Also probably would be a good idea to replace you air filter.

My 92 Chevy Lumina isnt starting. its acting like it is out of gas but it has a half of a tank and the engine is getting fuel. so its not the fuel pump or fuel filter. can anyone help me out

you can be getting fuel but it has to be enough pressure to operate injectors. this can only be determined with a gage..does it fire if u spray starting fluid in the intake and crank ? if so u havent enough pressure from pump.

Under vehicle, passenger side, below seating area, front of fuel tank, mounted on frame in fuel line
