The turn signal flasher is in a clip attached to the base of the steering column support inside the car. That would put it just about in front of your knees in the drivers seat, up under the bottom edge of the knee panel. I hope this helps you.

Turn signal flasher module is behind dash left of steering column near chime module. I have a 94 Seville and I had that same problem you need a Turn Signal Flasher Moduel, I forgot the proper term for it but I had to get mine replaced too. When I hit the signals to turn the side light would come on but the signal light wouldn't. Its a little box you get from Cadillac it only cost like $20 - $25 and you get it installed and trust. It'll work again. I just got mine done this week and my car now has turn signals again.

sounds like the same thing that was wrong with the 94 GS i recently bought. found the crankshaft postion sensor to be bad. it controls your electronic spark timing which would allow it to turn over with out starting.
also does your stall when you are stopped and at idle or while at driving speed or both? mine would stall at idle and driving speeds. Changed that sensor and have not had any more issues with stalling. sensor should cost around $30-$40 dollars at your local autozone, takes about 2 hours to change just need to pull the harmonic balancer pulley (make sure to use the proper tool or you will bend the pulley) and the sensor is behind the pulley. you will gain easier access to doing the maintenace buy removing the passenger front tire and the little splash gaurd directly behind the tire held on by 3 quick release fasteners. hope this helps you out.

The flasher switch for the 94 cutlass is not where you would think it
would be it is behind and off to the side of the ashtray or below the
radio.

The above is accurate; getting to it is a little tricky. Open the
glove box and remove the tether wire connection at the door by
unscrewing the SHC screw with a T-15 Torx driver. This will expose 2 of
the 4 fuse panel mounting screws. Use an 8mm socket to remove all four
and wiggle the panel out. The flasher is behind and to the left in the
harness itself, not on a terminal block. Use a straight blade
screwdriver to gently pry the two prong connection from the unit (Mine
was an OEM Wagner - bright yellow.)

It depends if you're talking about the turn signal flasher or
the emergency flasher. The emergency flasher is directly behind the
glovebox. If you're referring to the turn signal flasher, I just
replaced mine last night without having to mess with the fusebox or
glovebox. It turns out that it was attached by a clip on the right side
of the ashtray frame inside the dashboard. I took out the removable
"cup" part of the ashtray, then removed the two upper and two lower
ashtray frame screws. Next, I pulled the frame forward and disconnected
the small ashtray light. The power wire for the cigarette lighter can
stay attached. After I slide the frame out the rest of the way it was
easy to get to and replace the flasher unit.

I would get the owner's manual out of the glove box and look up fuse in the index. That will tell you where the fuse box is and often the turn signal and flasher units are plugged in there. With the signals on I would walk around the car and make sure the bulbs are all good.
