This repair is one of GMs better designs. No tools are needed. I will forward a video that applies to your request. Basically on the top left there is a plastic wedge that gets pulled up to release a lock down below. On the top right there is a large black plastic knob that is unscrewed and removed. Then with firm pressure, the head light is pulled straight forward. Good Luck.

You headlight lamp have a diffuser mechanism which allows it to flip between the hight beam and low beam feature of the bulb. In fact, you high beam will function even if the low beam is not working.
I would recommend the purchase of the new headlight lamp. It would cost you you any where from $15.00 per unit to get a replacement lamp

Possible relay fault, also a burnt dimmer switch will cause this symptom

The Buick Century is equipped with a
multi-switch. This switch is an all in one switch that controls your
cruise control, windshield wipers and turn signals in one switch. This
switch also controls dimming and brightening of your headlights. The
dimmer switch is simple to replace, and all you need is a phillips head
screwdriver to complete the task.
