1998 to 2001 have been know to have a sticky build up on throttle body that has caused these kinds of problems. check it out

pull up carpet in trunk floor fold back seats down there will be a plate screwed to floor.unscrew plate remove hoses pull out sending unit pump is on bottom of sending unit

the relay for this truck is in the power distribution box under the hood. its a small 5 pin relay often called microrelays. this would be common.
