There is no cooling control module . The PCM - engine computer controls the fan through the use of relay's . Cooling fan low an cooling fan high relay's

SOURCE: 2001 town car - air bag compressor

It's located under the air cleaner housing on the drivers side. After removing the housing there is a round plastic cover to remove and it is under that.

Hello Callahan5922....this sounds like a stuck blower motor resistor. I assume the blower won't function in the a/c mode either? If you have a digital multimeter you can check this. I believe it's fuse #2....if the digital indicator goes up or down when you increase or decrease the fan speed thats good. Locate the blower motor resistor....you wil find it located on the fire wall behind the right valve cover hiding behind the heater hose, it's about the size of a cigarette pack. With the engine off, and key in on position, turn the A/C on High, and rap a tap tap tap on the resistor. You might be suprised when the blower motor takes off a runnin,

The fan module is the big silver box with fins on it, right next to the fans. Just follow the fan cables and you will find it. Don't jumper the fans without unplugging or you may destroy the power transistors in the fan unit. Check the temperature sensor for the fan control unit - near the front of the engine - it should have some resistance - not be short circuit or open circuit, it is a sensor, not a switch. If short or open, that is likely to be the problem, otherwise, ensure that the control units have electrical supply, otherwise, it is very likely to be the control unit.

The lighting control module is a programmable module on this vehicle. It will take a scanner capable of programming modules. The lighting control module is located under the dash on the drivers side. It is not too hard to replace, except for the programming. You can not program the module without it being in the car either.

There is no external turn signal flasher on a 2001 Town Car. The flasher unit is an internal part of the Lighting Control Module (LCM) and can not be serviced seperately. The LCM is located under the dash to the right of the steering column. It may also be referred to as the MECM (Mutli-Function Electroninc Control Module).

I would suggest replacing the wiper control module. I would consider finding a used one from an auto wrecker. Hope this helps.
