This is a picture of the location of the cut off switch for the 1996 but I believe it is in the same location for the 1995. I hope this helps you and good luck.
Your fuel pump is in the tank. Turn on the ignition, and listen if you can hear the pump run in the tank. It will only run a few seconds if the engine is not running. You can repeat this several times to prime the fuel injection.
There is a fuel pump relay located behind the clove compartment on the passenger side. Remove the philips screws and pull out the glove box. There you will see the relay that turns off the fuel pump.
there is a fuse and a relay that need to be checked they are located in the fuse box under the hood. if there is a cut off it will be located in the trunk behind the fabric.
Honda Accords, or Hondas for that matter do not have fuel cutoff switches. If you are not getting any fuel, either the fuel pump or the main relay is bad.
