SOURCE: 2000 Alero Security light flashing and wont start
With the new lock cylinder in it, turn the key on. The security light should blink. Leave the key on for 10 minutes, the security light will quit blinking and go out after 10 min. This will reprogram your security system and the car should start. Also leave a battery charger on it while the key is on, If the battery goes dead during the 10 minute reprogram sequence, you will have to start over again.

I don't have anything to go by in regards to your vehicles history. The main items to check are Fuse and relay (are they in good working condition?), the Battery (load test, 12.6volts before the test and won't drop below 10.5 during the test), the Battery cables (tight and free from corrosion and frayed strands), the Motor (free from corrosion between it and the ground cable and the starter), the starter (bench test), and the ignition switch (worn or loose connections). Besides the mew lock and cylinder, what have you tested and replaced? What is the repair and maintenance history? Please write back with more information and I will do my best to help, good luck.
Chipped ignition ? Key's on your car do not have transponder chip . Replacing Keys
The ignition lock cylinder and keys do not contain any coded electronic components. The lock cylinder housing contains the coded electronic components. Changing an ignition lock cylinder or replacing a key is a purely mechanical process which does not affect the vehicle theft deterrent system. To replace an existing key, simply cut a new key to match the existing one. If no keys are available, the lock cylinder must be changed. To change the lock cylinder, simply replace the existing lock cylinder with one of the same type.
