So are the fuses getting power, they should be labeled. like tail or ctsy, or inst? The dash lights are usually 5 amps. You will need to get a wiring diagram to ck it out. but you may need to start by looking at the headlamp switch. I cant believe any GM dealer could not help you. Forget anyone from a auto parts store being any help. I can ck tomorrow when at work for a diagram.

Check all of the pulley grooves for debris and run a wire brush over them a few times. Also check the tensioner by removing the bolt in the center of it. If it looks ok, still remove the bolt because you have a 90% chance that it will fall apart when you remove it. The bolt holds it together if they break internally so it doesn't leave you stranded somewhere.

It sounds like a bad connection on the rear wire harness. Check all your connections working forwards from the rear light system.
