your vehicle has an air pump that puts air in to the exhaust cooling it to reduce nox gasses most likely the pump has sucked up water shorting it out and blowing the fuse. there is an updated pump inlet and pump to fix this problem also need to replace the fuse after replacing pump.
You need to have the Blazer scanned for codes stored in the computer to figure out why the truck is running bad. This is a free service offered by the big chains of parts stores. You most likely have an emissions issue which is causing this problem, but you need more info (engine trouble codes) to determine what is wrong. The procedure is to just plug a hand held scan tool into the Blazers diagnostic port, and 'read' any codes. The employees at the store can tell you what the codes mean and suggest how to fix the problem. Post any further questions and code #'s here.
More then likely its the Canister Purge Solenoid. you can find it online at www.autozone.com the part number is PV140. And to replace it on blazer you have to remove the spare tire. Alot of people don't know where this part is so I hope this helps you and good luck.
