I believe without seeing it, that your turn signal assembly may need to be replaced. take it ti Advance Auto or Auto Zone, they will usually check it for free.

SOURCE: need to find the flasher on a 2000 kia sportage
Underneath the steering column you will see a panel with 2 small squares on either side of the steering column. Remove these with a blade screwdriver and you will see 2 in number 9mm nuts. remove both of these. On the lowest edge of this panel are 2 phillips head screws, remove both of these and the panel will come away from the dash. Internally behind this panel is an electronic block with several black relay boxes attached. The flasher can is the top grey one. To remove this grip both sides firmly and squeeze inwards, this will release the holding lugs and then just gently pull the flasher can from side to side to release it from the terminal lugs as they may be quite tight after being in there and never removed before.
I hope that this helps.
SOURCE: how to locate and replace
The flasher module is located behind the left side of the dash. (See Picture below)
On your vehicle, the power for both the turn signals and the hazard flashers goes through the hazard switch.
The symptoms you are describing can be caused by the flasher module, however, it could also be caused by the hazard switch.
