you need to replace the blower resistor...90 percent of the time that will be the problem in your situation...before replacing it..check for power to blower motor first...if it has power then replace blower motor if not its the resistor
the blower switch in dash needs replaced. I assume it has 4speeds, and the other 3 work, just not the highest. if this is correct, then it is the blower switch (dial)
check the blower relay also check the ground to the heater motor as well and use a jumper wire straight from the battery to the blower motor to make sure it isnt burnt out
The blower motor might be bad,turn it on,high blower,and bump the blower motor body with the palm of your hand,if it starts to run,or tries to run,then replace the blower motor.
