None of those would be fixed by replacing the battery. Or did you replace the battery and then all of those stopped working?
You can tell of blade fuses are blown if you full them and hold them up to the light. That is a whole lot of stuff not working. I would say you need a good auto-electrician.

The idler pulley deflects out of the way using a special wrench, the pulley is held against the belt only by a preset spring tension mechanism. You put the wrench on the bolt or in the square drive hole and deflect the pulley away from the belt, it must be manually held there to put the new belt on and then released to tension the new belt.
On the Serpentine Belt: Scroll down the Link Page to Diagram G00323207, it shows the Tensioner. 1. Loosen the Pulley Lock Nut - identified as "A" 2. Loosen the Adjustment Bolt - identified as "B" 3. The Tensioner Pulley should move up and slightly to the left, loosening the belt enough to remove.
Installation is the reverse of the above. Note on Diagram G00323206 the deflection tolerance at the 22 lbs pressure on the belt.
