If the passengers are using the seat belts and are inside the car-- yes
there can be no one in the boat being towed and all items ( cooler , rods , seats etc) have to be restrained with a device like a cargo net
remember that there may also be speed restraints on towed vehicles

Id say the two occupants satisfy the Hov requirements , and the suv is ok , but its the boat that's the problem , most hov lanes say no trailers

A) Depends on the hitch you have and what it is rated for. Most car hitches (non truck or SUV) have a tounge weight rating of 500 LBS. This is the weight that is put on the actual connection of car and trailer. B) To not kill your transmission, do not exceed a total trailer weight of more than 1/2 the vehicles curb weight. (Dry weight of car full of fuel) Car transmissions and frames were not originally designed for towing, and exceeding 1500 LBS total trailer weight is considered dangerous (can get trailer weave and sway easily) and will cause excessive strain on drive train components. U-Haul has an online guide that will basically tell what type of trailer you can haul and its maximum allowed weight.

How to fix my tow connector on my lx470

On American SUV's, the Manufacturer includes a packet containing the extra flashers and harness "Pigs" to connect the rear of the SUV to the front power boxes.

You may be able to find this packet in the box or jacket that comes with your Jack. It is like they should label "some assembly required" on all Vehicles with Towing capabilities. Vehicles do not come with the Towing ****** or the trailer Ball either.

Since some trailers have Electric braking systems, most Manufacturers have left off the connections and provide the Owners with the packet containing underdash fittings and Extra heavy duty Flashers and turn signals.

If you look and have a cover on the Tow socket, the flap will have symbols for the function of the various terminals on the plug. Use a Voltmeter to test the output of each terminal when the turn signals or brakes are on. Depending on the number of terminals in the socket, there may be a power terminal used to recharge a boats' battery or a campers' battery

Can blazer lt tow a malibu i ride boat that weighs 2900 lbs

Not sure how much the malibu weighs ,but I would think around 2500 lbs. the thing is the ability to stop and accelerate and how far you are going to tow it. I think you would be safer to use a 2 wheel tow dolly that a tow bar .and that way you wont damage the drive system on the malibu.Nice and easy is the key to sucess in towing

LOOK IN OWNERS MANUAL IN GLOVE COMPARTMENT.IT WILL TELL YOU YOUR TOWING CAPACITY. TRUCKS AND SUV WILL HAVE MORE PULLING POWER.THEY WOULD BE THE IDEAL THING FOR PULLING CAMPER OR BOAT.FRONT WHEEL DRIVE AXLES AND DRIVE CHAIN CANT PULL TO MUCH WEIGHT COULD BREAK FRONT AXLE AND STRETCH BREAK DRIVE CHAIN.

it should do it with no problem, use a tow dolly on the volvo or you will ruin the trans, or if all wheel drive volvo you will deed a flatbed trailer.

SUV is the widely used and known acronym, for Sport Utility Vehicle. At first conception, an SUV was a vehicle that combined the towing capacity of a full-size truck with the passenger and storage capacity of a minivan. However, as consumer demands have changed, so has the SUV. Many manufacturers now focus on fuel-efficiency and driving and riding comfort, rather than towing capacity.

The typical features of an SUV include;

4. High engine capacity and 4 wheel drive capability.

Towing a boat.

I did some quick "googling" because I wanted to see if there was any relevant info for you and it looks like 2,400lbs is your limit .. I found this info quite extensively here

Towing capacity of a 1.8L Nissan Primera Station Wagon

1500Kg is more likely to be the maximum towing weight.

You should, in theory, be able to launch and recover a boat/trailer of this combined weight ok, but in practise you need to consider how slippery the ramp is and if your front wheel drive vehicle will be able to cope with it.

Use a long strop attached to the trailer and looped around the towing hitch, to launch and recover the boat, so your car stays well away from the water.

You could have some problems getting enough grip with your front wheel drive, when recovering a boat.

I have had to recover my boat from a rocky beach when I couldn't get it back to the launch ramp because of bad weather. I was very thankful that I had a four wheel drive car for that.

What ever you do, ALWAYS plan carefully exactly how you are going to do the launch or recovery and make sure you stop and think about it before doing it.
