Cruise control fuse # 31 10amp located in the under hood fuse / relay box an HZDFL fuse # 40 15amp located in the center console fuse box . If you pull the plastic side panel off of the right side of the console there is a fuse box inside . If the fuse are good the control module could be bad . Could also be turned off because the ABS has a problem .
DTC P1554 - do you know what a diagnostic trouble code is ?

The powertrain control module (PCM) has the ability to inhibit cruise control operation if conditions exist that would make cruise operation undesirable. The following conditions may inhibit cruise control operation:
• The engine speed is too high or too low.
• The vehicle speed is too high or too low.
• The traction control has been active for longer than 1 second.
• The vehicle acceleration or deceleration rate is too high

If the ABS light is on ,there are DTC'S stored in the system . Your best bet , take it to a GM dealer or someother qualified repair shop.

How do I reset the computer on my 2005 Pontiac Aztec

Better to do that with a high end scan tool. You can't do it by disconnecting the battery overnight, but that can cause all sort of new problems. Where you say your speedometer 'sets' at 55mph, do you mean always stays at 55 even stopped, or do you mean if 'sits' at 55 even if you are doing 110?

The most likely cause of all this the VSS (vehicle speed sensor)

Anti lock brakes kick on all the time sometimes

Just disconnect the power to the ABS.
It is probably one of the worst inventions they ever added to a car.
Cars get much too much abuse for something that delecate, that never worked as well as a good driver, anyway.

My ABS light won't shut off and my Traction Control indicates it is off.

When your ABS light is on continuously it is telling you there is a problem in the system. As long as the light is on it also shuts down the ABS system and often the traction control along with it.
What I see in my shop most of the time is a broken wire harness to the wheel speed sensors or a speed sensor itself.
The easiest way to find it is to use a scan tool to determine which wheel sensor is causing the problem, then using an ohm meter check the resistance value of the sensor. Most are around 1000 ohms.

1993 Pontiac Bonneville - ABS light on, cruise cont. doesn't work

First, you have to retrieve ABS code, not Powertrain code.
You are looking in the wrong direction.
When there is a Faulty ABS code the Abs module remove the cruise control function.
After you fix the ABS faulty code and erase code you will have the cruise control back again.
