Yes it has a rubber cover over it in the engine compartment.i would change the relay.good luck.

the pump is in the gas tank siphon the gas out and remove the straps holding the tank(you will also need to remove the three screws holding the filler neck to the truck box under the filler door.)as you drop the tank you will also need to unplug the wiring to the top of the tank and the fuel lines they are usually plastic clips,but if this has been done before and the clips got broken from the first time they could have put clamps in place of the clips.I have found it much faster to remove the truck box itself and that way you don't have to drain the tank and it stays stationary while you RandR the pump with less chance of breaking anything.
Also did you double check the fuel pump relay under the hood in the relay box,I would start there first.

The first thing I would check is fuel pressure. This type of fuel injection requires a minimum fuel pressure in order to operate. If fuel pressure is as little as one psi below minimum the vehicle will not start.
You can try squirting a couple of shots of carb spray into the air snorkel while somebody cranks the engine over. If the engine starts and then dies you now you fpdeffinetely have a fuel issue.
If the engine still won't start check for spark.
