Car fuses blow for a variety of reasons, but the most frequent causes are shorts in the electrical system and wear and tear on the fuse.
The most common car accessories that have fuses blow are the ones controlling the interior and exterior lighting, the climate settings, and the radio.
The purpose of a fuse is to protect equipment and wiring against the damaging effects of electrical faults which cause excess currents, and to disable equipment which is faulty. The fuse "blows" when the current carried exceeds the rated value for an excessive time.
Based on the info you presented, it sounds like you may have a "short" in the wiring circuitry...A short circuit is simply a low resistance connection between the conductor supplying electrical power to the circuit. This results in excessive current flow in the power source through the 'short,' and may even cause the power source to be destroyed. If a fuse is in the supply circuit, it will do its job and blow out, opening the circuit and stopping the current flow. You'll need to trace the wiring to find the fault; there are plenty of youtube videos on "how to" trace faulty circuitry and how to use a multi-meter. Besides the headlights, does that fuse control any other accessory? Did anyone recently add an accessory to the car by running the power supply wire to that accessory through the same fuse that controls the head lights. You may want to check the resistance value of each of the headlight assemblies individually- one of them probably met its end-of-life usage and needs to be replaced. That is not enough info to give a suggestion. What circuit is the fuse for - look at the fuse box? What happens when the fuse blows? Did something get wet or damaged prior to the fuse start blowing?

(1998 Gr. Marquis) I just found the culprit of my fuse #13 for the speedo, temp and votage gages. I had to remove the gear shifter cover which was not difficult also the metal brace across the bottom and the ignition key, but it was a tiny exposed burr in the overdrive shift button wire just at the end of the gear shift leaver. I elec. taped it up and now, no more blown fuse!

ther is a plastic guard with 3 locking caps that need to be turned clockwise a quarter turn to remove. remove from the front. you will then have be able to see and have access to the lights and adjustment screws

it not a motor its a module and you have look behind the radio in the dash and find it the dirrection section is not working for the area you dont get air
