Sometimes the turn signal stalk can get dirty, causing continual or random clicking. Try spraying contact cleaner in the steering column at the base of the stalk.
if its in the way yes...But the resistor is usually mounted within the blower motor box. Wires powering up the blower motor is coming from the resistor. Follow those lines!!
