Remove any and all screws from the door panel, including removing lock and window controls. then take a large flat-tipped screwdriver and pry off the panel all the way around. FInally lift panel up and off the door. Now you will have access to the inside of the door. Everything from here is self explainable.

The only way you can do this legally is to have the system "fixed", which means to have someone (like the mechanic at a Hyundai dealership) diagnose it and repair it.
Unfortunately, this could cost hundreds or maybe a thousand dollars or so.
Other than that, the way federal regulations are written, anyone else touching the system is liable for any damages incurred if the car were to wreck and the air bag was to be found to be unhooked.
I can tell you that there are several components.
There is the airbag, found in the end of the steering column, right in front of the driver's chest.
There is a control module, on many cars found between the front seats, near the floor.
There is the computer, which can house the information.
Any of these can be bad, and if the car has ever been in a wreck, there can also be wire damage.
I had one like yours, and the between the seats module was bad, but although I could replace it for $ 25 from a junkyard, the dealer would have to reprogram the car's computer for the new module, and that would cost $500.
